讲座摘要：
In the context of global food security challenges, reducing food waste and loss has emerged as a critical worldwide initiative, which motivates government and firms to establish grain post-harvest service centers (GPSCs). To stimulate firms' interest in setting up GPSC, and farmers’ willingness to use GPSC, government proposes three financial subsidy modes, i.e., service utilization subsidy (SUS), processing performance subsidy (PPS), and one-time fixed subsidy (OFS). This study examines the above three subsidy modes from the benefits of farmers, firm, and government, and proposes two new hybrid subsidy modes to successfully balance social welfare and firms' interests. To do so, considering heterogenicity of farmers’ perceived quality value of GPSC service, and firms’ technical cost coefficient for building GPSC, a two-stage sequential game-theoretic model was developed to analyze subsidy capture effect, quality spillover effect, and policy window effect of the SUS, PPS, and OFS modes. Some theoretical results on condition that the three subsidy modes applied, and management insights are concluded from the equilibrium and comparison analysis。Two new hybrid subsidy modes are proposed to successfully balance social welfare with firm's GPSC establishment motivation. We finally conclude suggested policy for selecting optimal subsidy modes under varying operational scenarios.

唐加福，东北财经大学学术委员会主任、星海学者讲席教授；入选教育部长江学者特聘教授、国家杰青、国家基金委创新研究群体首席科学家、国家百千万人才工程并被授予“有突出贡献的中青年专家”称号。兼任教育部高等学校管理科学与工程类教指委委员、中国系统工程学会物流系统工程专业委员会副主任、管理科学与工程学会、中国运筹学会常务理事等。入选辽宁省优秀专家、辽宁省攀登学者、辽宁省优秀科技工作者、辽宁省五一劳动奖章等荣誉称号，兼任《系统工程理论与实践》、《系统工程学报》、《控制与决策》、《中国管理科学》、《Decision Analytics Journal》等多个杂志编委；多次入选ESI中国高被引学者榜单。唐加福教授主持国家自然科学基金杰青、创新群体、重大、重点、重点国际合作、面上、青年等多项，发表SCI论文100余篇，包括JOC, POM, TS, MP，TRB/TRC/D/E，OMEGA，IEEE SMC，EJOR, IJPR, IJPE等，出版专著4部。被SCI他引3000余人次，H指数45。
